The Nigerian Civil Aviation Authority (NCAA) has issued a ₦5 million fine to Qatar Airways for breaching Nigeria’s aviation consumer protection regulations, marking a firmer regulatory stance against airlines operating within the country. The enforcement action highlights the NCAA’s renewed commitment to defending passenger rights under Part 19 of the 2023 Regulations.

The penalty was confirmed on Wednesday by Michael Achimugu, the NCAA’s Director of Public Affairs and Consumer Protection, via a post on X (formerly Twitter).

According to Achimugu, Qatar Airways was penalized for consumer protection-related infractions, and additional Letters of Investigation (LOI) issued to the airline may lead to more sanctions if unresolved.

Background: Repeated Complaints Against Qatar Airways

The fine comes after a series of incidents in which the NCAA accused Qatar Airways of:

  • Poor treatment of Nigerian passengers
  • Failure to comply with directives issued by the aviation regulator
  • Violations of consumer protection rules under Part 19

A notable recent case involved a Nigerian passenger traveling from Lagos to the U.S. via Doha. A Qatar Airways cabin crew member accused him of sexual harassment during boarding in Lagos, but the report was only officially documented upon arrival in Doha.

This led to the passenger being:

  • Arrested and detained for 18 hours
  • Briefed with documents written only in Arabic
  • Fined and barred from continuing his journey
  • Forced to buy a new ticket at significant personal cost

The NCAA invited Qatar Airways’ country manager to address the incident, but he failed to appear—sending junior staff instead, which further agitated the regulator.

NCAA Warns All International Airlines Operating in Nigeria

In earlier statements, Achimugu stressed that Nigeria has stronger consumer protection laws than many countries where some international carriers originate. He warned that:

  • It is illegal for airlines to ignore NCAA directives
  • Providing false information to the NCAA is a punishable offense
  • Disregarding Part 19 of the NCAA Regulations 2023 will attract sanctions

He also disclosed that Royal Air Maroc and Saudi Air have been cautioned for similar misconduct and could face heavier penalties if they fail to comply.
