Rivers State House of Assembly Begins Impeachment Proceedings Against Governor Fubara

The Rivers State House of Assembly has officially commenced impeachment proceedings against Governor Siminalayi Fubara and his deputy, Ngozi Oduh.

The move was announced during a plenary session on Thursday, presided over by the Speaker of the House, Martins Amaewhule, and broadcast live on Channels Television. During the session, the Majority Leader, Major Jack, formally presented a notice of allegations and gross misconduct against the governor.

A total of 26 lawmakers endorsed the notice, which they said was issued in line with constitutional provisions. Amaewhule disclosed that the notice would be served on Governor Fubara within seven days.

The Deputy Majority Leader, Linda Stewart, also read a separate notice of alleged gross misconduct against Deputy Governor Ngozi Oduh during the same sitting.

Invoking Section 188 of the 1999 Constitution, Jack outlined seven allegations of gross misconduct against Governor Fubara. These include the demolition of the Assembly complex, extra-budgetary expenditure, withholding funds meant for the Assembly Service Commission, and failure to comply with Supreme Court rulings on the financial autonomy of the legislature.

After the notice against the governor was formally laid before the Speaker, Stewart similarly presented allegations against the deputy governor.

According to the notice, some of the accusations against Ngozi Oduh include reckless and unconstitutional spending of public funds, interfering with the House’s ability to perform its constitutional functions, and colluding to allow unauthorised individuals to occupy official offices without legislative screening.

Other allegations include seeking budget approvals from an unauthorised group instead of the duly constituted Rivers State House of Assembly, as well as the withholding of salaries and allowances belonging to lawmakers and the Assembly Service Commission.

The impeachment process is expected to follow constitutional procedures as outlined by the Nigerian Constitution in the coming days.
